AS of Season 6, players can pay Artifact to upgrade the amount of gear that can be blacklisted, this can be done by visiting the upgrade tab.

Once a gear is blacklisted, they are completely removed from the game's drop table, meaning you'll no longer be able to obtain any gear that is blacklisted by you.
